As a British citizen, if you are arrested you are entitled to hear your caution, otherwise known as your rights. "You have the right to remain silent, anything you do say may be taken down in evidence which you may later rely on in court"
If you are taken into custody you have the right to a document stating the way you should be treated, so you know your rights haven't been breach. You are also entitled to contact someone to let them know you have been arrested, but the legal document does not state you can have a phone call. It is not law to have a phone call.
